The $36.7M Riverfront Transformation: A Look at the Lighthorse Park Liverpool Revitalisation Master Plan

If you’ve been down to the river lately, you’ve seen the momentum building. With the accessible kayak launch and pontoon already finished and in use, we’ve had a first taste of what a “River City” lifestyle looks like.

But as we move into the next stages of the $36.7 million Lighthorse Park Liverpool Revitalisation, the scale of the project is becoming clear. I’ve been looking through the March 2025 Plan of Management to see what’s actually on the horizon for our community.

Addressing the Parking & Connection Puzzle

Parking remains a hot topic for residents near the Paper Mill. The current plan includes a new 75-space car park, with the infrastructure being laid for EV charging provisions .

One of the more ambitious ideas identified in the Council’s long-term plan is a proposed lift from Newbridge Road. While it’s currently listed as a lower-priority item due to its complexity, it shows that Council is thinking seriously about how to finally connect the CBD and the riverfront .

The Vision for the Future

The Lighthorse Park Liverpool Revitalisation is set to redefine our community’s interaction with the river.

With the kayak facilities already ticked off, the focus shifts to the “big ticket” items that will define the park:

• The Community Hub: A multi-purpose building featuring a waterfront café, function spaces, and even rooftop sports courts .
• The Pylon Playground: A regional-scale play area planned for under the Light Horse Bridge, featuring water play and climbing structures .

The “Commuter” Question

Given the park’s proximity to Liverpool Station, many are asking if the new parking will be used by commuters. While the primary goal is to support the new café and park-goers, balancing the needs of residents, visitors, and transport users will be a key challenge for Council as the project progresses .
